REGES-ONLINE – from utility to administrative burden on employers
The digitalisation of employment relations by moving from the ReviSal application to the REGES-ONLINE platform marks an important step in the modernisation and complete centralisation of individual employment contracts at national level. However, the process of accessing, implementing and using the new platform is causing significant difficulties for employers in Romania. They must deal with complex log-in and validation procedures, incomplete functionality and an insufficient level of technical and legal support, resulting in an increase in their administrative burden, according to TPA Romania, a leading company in Central and Eastern Europe specialised in audit, accounting, tax consulting and legal advisory services.
REGES-ONLINE, which was introduced by Government Decision no. 295/2025, is the new online platform for reporting all relevant information about the conclusion, amendment, suspension and termination of individual employment contracts. The platform aims to centralise employment records in a single electronic register accessible to the authorities, employers and employees alike. Enrolment with REGES-ONLINE is mandatory for private entities, regardless of their legal form (companies, NGOs, authorised physical persons, etc.), public institutions, diplomatic missions and other international entities with a local workforce.
“Although not stated specifically in the act, it is the interpretation of the Labour Inspectorate that the obligation to enrol with the platform applies to all employers, including those who as of 31 December 2025 no longer have any registered active employees. Companies that have been removed from the records of the National Trade Register Office (ONRC) are exempted from the obligation to enrol with the platform. Moreover, for newly incorporated employers or those that had no employees up to 31 March 2025, the use of REGES-ONLINE becomes mandatory from the date they sign their first employment contract,” says Sorana Cernea, Managing Partner at TPA Romania.
The deadline for switching to REGES-ONLINE and updating the information in the electronic register has been extended to 31 December 2025, as it proved unrealistic to have all employers register with the platform by the original deadline of 30 September 2025. During the transition period, employers may continue to use the ReviSal application to submit data up until the moment of their effective enrolment with REGES-ONLINE, after which reporting through ReviSal will cease, even if the transition period is still ongoing at national level. Failure to enrol with REGES-ONLINE by 31 December 2025 constitutes a contravention and is punishable by a fine ranging between 15,000 and 20,000 lei.
The differences between REGES-ONLINE and ReviSal
TPA Romania has studied the differences between the two systems and identified the following advantages and disadvantages of using the REGES-ONLINE platform:
a) Online platform vs. local application: REGES-ONLINE is a platform that can be used online without needing to install an application locally, as is the case with ReviSal, thereby eliminating the risk of losing your database or running a version of the application that has not been updated to the latest release. What’s more, the ability to access the electronic register of employee records through the platform does not require the use of a specific computer, again unlike with ReviSal
b) Interconnection with the ONRC database: the REGES-ONLINE platform is interconnected with the ONRC database and therefore automatically checks whether the person requesting access to the electronic register of employee records of a given employer is a legal representative of the latter. The company’s identification data (name, tax code) are also validated, reducing the risk of entering incorrect information about the employer
c) Employee access: REGES-ONLINE allows employees easily and securely to access their employment history as signatories of the individual employment contracts. This can be accessed by creating an account, whether via the online platform or in the “Salariat” (“Employee”) mobile application
d) Reporting of additional data generating a significant extra administrative effort for employers: REGES-ONLINE introduces new categories of information that have to be reported manually for each employee, e.g. academic qualifications required for a post, place of work (fixed/mobile), degree of invalidity/disability of the employee, working hours and the suspension of employment contracts in the event of medical leave. In the latter case, the employer is obliged to register the suspension with the electronic register of employees within three working days of the date of registration of the medical certificate, which also involves the establishment of an internal procedure for the recording of medical leave
“The extra administrative burden involved in reporting medical leave is not justified and has no utility because this information is already declared both by the doctor issuing the medical certificate and by the employer when they submit declaration 112 containing the nominal records for insured persons and the salary taxes due. What’s more, the suspension of employment contracts in these cases affects neither employees’ length of service nor their contribution period in the social insurance system. On top of what ReviSal requires, when transmitting information about the secondment of employees to a resident employer, it is also necessary to obtain the latter’s approval on the platform,” explains Sorana Cernea.

Creating an account and validating access to REGES-ONLINE
There are three ways to create an account on REGES-ONLINE:
- a) by using the digital identity provided by the Authority for the Digitalisation of Romania, via the ROeID application. This is a similar tool to “buletin virtual (“virtual ID”) and provides secure access to online public platforms. This can be obtained online for free by following the steps described on the official website
- b) through an account created on the platform https://reges.inspectiamuncii.ro/ and activated using a certified digital certificate (certified digital signature)
- c) by obtaining approval for an account activation request at an ITM counter, before gaining access via one of the above secure digital methods, valid for no more than 30 days, based on a visual identification check and verification of the applicant’s ID
After creating an account and logging in to the online platform, it will be necessary to request access to the employer record, as follows:
- a) in the case of employers’ legal representatives registered with the ONRC, access is validated in the system by verifying the applicant’s status via RECOM
- b) in the case of employers’ legal representatives not registered with the ONRC or persons empowered by the legal representative (for example, an internal employee with a notarised power of attorney ), access is validated by uploading certain supporting documents to the platform (company documents, documents attesting to the status of the legal representative, powers of attorney), digitally signed for compliance purposes, after which the ITM should approve access to the register
- c) in the case of service providers designated by employers’ legal representatives, access is validated by uploading to the platform various supporting documents (company documents, notarised powers of attorney, service provision contracts/addenda thereto containing provisions regarding REGES-ONLINE), digitally signed for compliance purposes, after which the ITM should approve access to the register
After securing access to the employer record, the work of filling in and transmitting the information to REGES-ONLINE can be delegated to a company’s own employees or an external service provider. This is done via the platform by accessing the “Registre” (“Records”) > “Delegare” (“Delegation”) section and filling in the identification data for the delegate in question.
“The transition from ReviSal to REGES-ONLINE marks an essential and obligatory step in the digitalisation of the relationship between employers, employees and the supervisory authorities. However, its implementation is generating significant operational challenges for employers. In order to facilitate this transition, it is recommended that employers ensure in advance that they are in possession of all the documents required for enrolment on the platform and that their employer information is correctly registered with the ONRC, collect in advance all additional information for which reporting is mandatory as per Government Decision no. 295/2025, request access to REES-ONLINE sufficiently ahead of time in order respect the legal deadlines, as well as train delegated members of staff and allocate the necessary resources for the verification of data migrated from ReviSal, such that the reporting is correct and complete,” concludes Sorana Cernea.
